From an annual budget of no less than Rs 10,000 crores, considerable sums are suspected to be either misused or mismanaged. Further, grassroots surveys are rarely undertaken to assess ward-level needs,  so there is no reliable basis for appropriate planning and budgeting. BNP has shown the effectiveness of grassroot level planning with its  WARD MAPPING EXERCISE     .
