Property Tax Advocacy
Program Start Date
Phase 1: September 2021
Program Impact
Phase 1:
In 2021, over 78,000+ homeowners were affected by the BBMP’s property tax demand notices with arrears ranging from thousands to even lakhs. These were erroneously sent by BBMP based on 2016 zonal reclassification. BNP started a petition which was signed by 4500+ citizens demanding withdrawal of unjust notices. BNP also met with the CM, Dy CM and other officials to demand the withdrawal of these notices. After 2.5 years of consistent efforts in Sept, 2023 the government passed an order withdrawing the notices.

Program Start Date
Phase 2: 2025
Program Impact
Phase 2:
- In July 2025, BBMP issued thousands of show cause notices to apartment residents based on an erroneous calculation of super-built up area.
- BNP engaged with BBMP officials on the same. BNP also put out draft response to these notices.
- As a result, BBMP withdrew 8,000 out of 34,000 notices in 2025 that were wrongly issued under minor variations in assessed values.
Problem Being Solved
- BBMP had issued revised property tax notices which many property owners found unfair, especially involving small discrepancies in property documentation or measurement, sometimes including parking spaces incorrectly.
- Notices were issued without adequate prior clarification or grievance redressal process.
- Many property owners faced excessive demands due to arbitrary or poorly explained assessments.
How It Was Carried Out
- Petition & Mass Outreach: BNP organized an online/offline petition to collect signatures from affected property owners. BNP also organised knowledge sessions to help people understand the issue.
- Public Protests & Media Engagement: Citizens participated in rallies, protests, and media discussions to bring attention to the issue.
- Advocacy: BNP met with elected representatives and government stakeholders to advocate for justice and fairness.
